Also, for a number of weeks I've been meaning to post a link to this ars technica article on customer-owned fiber. Projects like this, or like Utah's UTOPIA seem to present the best way forward for the domestic telecom market.

This was a very helpful summary--thanks for posting it. I remain skeptical that "net neutrality" is really necessary, but not for the reasons that most critics offer. Mainly, I think that the Commission should revisit the question of whether broadband Internet service is a common carrier service under the Communications Act. If it is, then there is no reason to adopt a separate "net neutrality" principle, because common carrier rules mandate non-discrimination with just and reasonable pricing.
